The government of Sri Lanka fully funds the eight national conventional universities, while the OUSL (a national university) is partly funded by the government. Only 3.4 1 % of the GNP is spent on education, and expenditure on higher education is 14.22% of all educational expenditure (and 0.37% of the GNP). The government grant to OUSL has increased over the years - from 33% in 1982 to 56% in 1992. Since 198 1, there has been considerable assistance from international donors for staff development, equipment, temporary staff salary, and consultancies. The UGC fund was available for meeting recurring expenditure other than the salary of permanent staff. The Government grant is based on the number of full-time equivalent (FTE) students of the OUSL (equivalent to conventional universities). Since 1992, foundation and certificate level students have been considered as one-fourth equivalent of full-time conventional university students, diploma and degree level students as fully equal, and postgraduate students as half of FTE.
