India has adopted a multi-pronged strategy of programmes and schemes to promote universal literacy and strengthen elementary education, especially in rural areas where barriers include socio-economic disadvantages, limited school infrastructure, gender disparities, and adult illiteracy. The Indian Constitution and policy frameworks provide the foundation for these efforts. The Right of Children to Free and Compulsory Education (RTE) Act, 2009 makes education a fundamental right for children aged six to fourteen and underpins several major programmes aimed at enrolment, retention, quality teaching, and inclusive learning for all children. Under this Act, children from disadvantaged groups are provided free and compulsory education, with provisions such as reservation of seats and removal of economic barriers to schooling. At the heart of India’s primary education landscape is the Sarva Shiksha Abhiyan (SSA), launched in 2001 as a flagship initiative to universalize elementary education. SSA focuses on enrolling all children in school, reducing dropout rates, and improving the quality of education through better teaching practices and infrastructure enhancement in rural and under-served areas. SSA’s comprehensive agenda includes construction of classrooms, provision of toilets and drinking water facilities, inclusive education for children with special needs, and targeted support for disadvantaged communities such as Scheduled Castes, Scheduled Tribes, and girls. The programme also emphasizes community engagement through School Management Committees (SMCs) that involve parents and local stakeholders in monitoring school functioning and improving accountability. SSA’s efforts have been instrumental in increasing net enrolment rates in rural regions and narrowing gender and social gaps in elementary schooling.([Nehrucouncil][1]) Recognizing the need for an integrated approach that spans the entire schooling system, the Government of India introduced Samagra Shiksha Abhiyan (SSA) as an umbrella scheme to subsume earlier schemes for school education from pre-primary to class XII. Samagra Shiksha promotes universal access, equitable learning opportunities, and enhanced quality of education. For rural development, this integrated scheme plays a crucial role by strengthening school infrastructure, enhancing teacher training, and providing support services such as free education, uniforms, textbooks, and scholarships for children from economically weaker sections. It also incorporates technology-enabled learning and digital resources, which are particularly valuable in remote areas where access to quality teaching is limited. Through targeted interventions, Samagra Shiksha aims to reduce learning gaps and ensure every child’s meaningful participation in education.([Drishti IAS][2]) Linked closely to Samagra Shiksha’s quality agenda is the NIPUN Bharat Mission (National Initiative for Proficiency in Reading with Understanding and Numeracy), a mission launched by the Government of India to ensure that every child acquires foundational literacy and numeracy (FLN) skills by the end of Grade III by 2026-27. NIPUN Bharat targets children in the crucial early years of learning, focusing on age-appropriate pedagogy, play-based learning techniques, and multilingual teaching materials.
