Information and Communication Technologies (ICTs) have become a cornerstone of modern development, influencing every aspect of society, from economic growth to education and healthcare. The potential for ICTs to bridge the digital divide—the gap between those who have access to modern information and communication technologies and those who do not—has been widely acknowledged. However, the effectiveness of ICTs in achieving this goal, particularly in developing countries like India, remains a matter of debate. This examination critically evaluates the role of ICTs in bridging the digital divide, with a specific focus on ICT for Development (ICT4D) initiatives and their successes and limitations in addressing issues of access, affordability, and digital skills.

The digital divide is not merely about the lack of access to technology but also encompasses barriers related to affordability, skills, infrastructure, and cultural contexts. In developing countries, these barriers are often more pronounced, with disparities between rural and urban areas, and between different socio-economic groups.
