Women’s development and empowerment in India require more than welfare measures; they demand institutions capable of transforming women’s social, political and economic position. Since independence, India has created a range of national institutions to protect women’s rights, promote their participation in development, address violence and discrimination, and expand their access to education, employment, credit and entrepreneurship. These include the Ministry of Women and Child Development (MWCD), National Commission for Women (NCW), National Commission for Protection of Child Rights in matters affecting girls, National Institute of Public Cooperation and Child Development, National Mission for Empowerment of Women, and institutions and platforms such as NITI Aayog’s Women Entrepreneurship Platform. Their contribution has been significant, but their effectiveness remains constrained by limited enforcement powers, inadequate coordination, patriarchal structures and the gap between policy and implementation. The Ministry of Women and Child Development is the principal Union-level institution responsible for policy formulation and coordination concerning women and children. Its approach has gradually moved from a welfare-oriented perspective towards a rights-based and empowerment-oriented framework. Through programmes dealing with women’s safety, livelihood, maternity support, skill development, nutrition, childcare and protection from violence, the Ministry has attempted to address the multiple dimensions of women’s disadvantage. Its institutional importance lies in bringing women’s concerns into national development planning rather than treating them as merely private or family issues. The Ministry also provides an important coordinating mechanism between the Union government, State governments and implementing agencies. However, the effectiveness of the Ministry is affected by the enormous diversity of women’s circumstances in India.
