The evolution of community radio in India has been shaped by policy changes, legal battles, and advocacy efforts by civil society organizations. The journey of community radio in India can be traced back to the late 1990s, following global trends in democratizing media access. Before that, radio broadcasting in India was predominantly controlled by state-run All India Radio (AIR). The Supreme Court’s landmark ruling in 1995, which declared that “airwaves are public property,” played a crucial role in breaking the monopoly of the state and setting the stage for community-based broadcasting.

The first significant policy change came in 2002 when the Government of India allowed educational institutions to set up campus-based community radio stations (CRSs). However, these stations were limited to educational content and were not accessible to grassroots organizations and local communities. The real breakthrough came in 2006 when the Ministry of Information and Broadcasting (MIB) introduced the Community Radio Policy, permitting non-profit organizations, civil society groups, and agricultural institutions to apply for community radio licenses. This policy change enabled communities to establish their own radio stations, allowing them to address local issues in their own languages and dialects.
