Briefly discuss the offences defined under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989.

 The Act states that atrocities have drawn upon the right of freedom of religion, cultural and educational rights. The Act is popularly known as the SC/ST Act, POA, the Prevention of Atrocities Act, or simply the Atrocities Act.

It was enacted when the existing provisions (such as the Protection of Civil Rights Act 1995 and Indian Penal Code) were found to be inadequate to check these crimes (defined as 'atrocities' in the Act).[1] Recognising the continuing gross indignities and offences against Scheduled Castes and Tribes, the Parliament passed the 'Scheduled Castes and Schedule Tribes (Prevention of Atrocities) Act 1989.

The offences defined in this act are -

(1)Whoever, not being a member of a Scheduled Caste or a Scheduled Tribe,-

(i)forces a member of a Scheduled Caste or a Scheduled Tribe to drink or eat any inedible or obnoxious substance;

(ii)acts with intent to cause injury, insult or annoyance to any member of a Scheduled Caste, or a Scheduled Tribe by dumping excrete, waste matter, carcasses or any other obnoxious substance in his premises or neighbourhood;
