The National Rural Livelihood Mission (NRLM), also known as Aajeevika, is one of the most significant poverty alleviation and rural development initiatives launched by the Government of India in June 2011. It was restructured from the earlier Swarnajayanti Gram Swarozgar Yojana (SGSY) with the objective of promoting sustainable livelihoods for the rural poor, enhancing their income levels, and ensuring their social and financial inclusion. NRLM is supported by the Ministry of Rural Development and operates with financial assistance from the World Bank as well. The mission’s vision is to reduce rural poverty by enabling poor households to access gainful self-employment and skilled wage employment opportunities. Unlike earlier programmes that emphasized direct subsidies, NRLM focuses on building institutional capacity, social mobilization, and linking rural households to markets and financial services. It seeks to transform the livelihoods of the rural poor through collective action, capacity building, and nurturing self-reliance. The mission follows the principle of community-driven development, placing rural poor families at the center of the process. Its basic premise is that poor people have the ability to come out of poverty if they are provided the right support, access to knowledge, and institutional platforms. NRLM envisions universal social mobilization of poor households into community-based organizations, particularly women’s Self Help Groups (SHGs) and federations, which then serve as vehicles for accessing credit, livelihood opportunities, rights, and entitlements. In this way, NRLM is both a financial inclusion programme and a social empowerment programme, attempting to break the cycle of poverty in rural areas through sustained interventions.
