In other words, an equation is said to be identified if it is possible to obtain a unique and consistent estimate of its structural parameters from the observable data. Attempting to estimate $\beta_1$ and $\beta_2$ directly using ordinary least squares (OLS) would lead to biased and inconsistent estimates because the regressors $Y_2$ and $Y_1$ are correlated with the error terms $u_1$ and $u_2$.
