Before developing any curriculum, the committee carefully studies the needs of learners, the expectations of society, national educational goals, and the changing demands of knowledge and technology. This stage is often called the needs assessment stage. The committee gathers information about the learners’ age, abilities, interests, socio-cultural background, and previous knowledge.
