The failure of the Indian National Congress to contain the Muslim League and its brand of communal politics was a result of several political, social, and strategic factors. Despite Congress's dominant role in the Indian freedom struggle, its inability to accommodate Muslim political aspirations and to counter the League’s narrative led to the eventual partition of India in 1947. The growing communal divide was not an overnight phenomenon but developed gradually through a combination of colonial policies, leadership missteps, lack of consensus on minority representation, and divergent visions of nationalism. One of the foremost factors was the different ideological foundations of the Congress and the Muslim League. The Congress, especially under leaders like Mahatma Gandhi, Jawaharlal Nehru, and Sardar Patel, stood for secular nationalism, advocating a united India where all communities had equal rights. On the other hand, the Muslim League, particularly under Muhammad Ali Jinnah after 1930, shifted towards the idea of Muslims as a separate nation, culminating in the two-nation theory. This ideological divergence made it difficult for the Congress to engage the League within a common political platform. Another crucial reason was the failure of Congress to adequately represent Muslim interests. Although Congress claimed to represent all Indians irrespective of religion, it was largely perceived as a Hindu-majority party. The number of Muslims in leadership positions was small, and even within provincial politics, Muslim leaders often felt marginalized.
