Panchayati Raj Institutions (PRIs) have played a pivotal role in shaping the framework of rural governance and development in India. These institutions have been entrusted with the responsibility of planning, executing, and monitoring development initiatives in rural areas, making them central to India’s vision of decentralized governance and participatory development. The Panchayati Raj system is structured as a three-tier model consisting of Gram Panchayats at the village level, Panchayat Samitis at the intermediate or block level, and Zilla Parishads at the district level, each with distinct roles and functions but working in an integrated manner to ensure the holistic development of rural areas. At the village level, Gram Panchayats serve as the primary institution of governance, comprising elected representatives from the village. The Gram Sabha, which includes all adult members of the village, functions as a deliberative body ensuring direct participation of the people in decision-making processes. The Gram Panchayat is responsible for formulating plans for the social, economic, and infrastructural development of the village. This includes undertaking programs related to sanitation, water supply, street lighting, construction and maintenance of rural roads, and provision of essential public amenities. Additionally, Gram Panchayats play a significant role in implementing central and state government schemes, such as the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Pradhan Mantri Awas Yojana (PMAY), Swachh Bharat Mission, and various rural health and education programs. By acting as the executing authority, Gram Panchayats ensure that developmental programs reach the grassroots and are tailored to local needs. Panchayat Samitis at the intermediate level act as a bridge between the village and district administration. These bodies consolidate the plans and developmental proposals of multiple Gram Panchayats within a block and allocate resources for their implementation.
