India's telecom policy has been one of the most significant public policy interventions in India's economic development, transforming the country from a state-controlled telecommunications system with limited access into one of the world's largest and fastest-growing telecom markets. Telecommunications are considered an essential public utility and a critical component of economic growth, digital governance, financial inclusion, education, healthcare, and national security. Public policy in the telecom sector has therefore aimed to balance accessibility, affordability, competition, innovation, investment, and consumer welfare. Before the economic reforms of 1991, India's telecom sector was dominated by the Department of Telecommunications (DoT), which functioned as both the policymaker and service provider. Telephone services were scarce, waiting periods for obtaining a telephone connection often extended to several years, tariffs were high, and infrastructure development was slow. Low tele-density, inadequate investment, and technological backwardness highlighted the need for comprehensive policy reforms. The National Telecom Policy (NTP) of 1994 marked the beginning of liberalization in the telecom sector. It aimed to encourage private participation, increase telecom penetration, improve the quality of services, and attract domestic and foreign investment. The policy introduced competition in value-added services and cellular mobile services by allowing private operators to enter the market through a licensing system. While this represented a significant departure from the earlier monopoly model, the policy faced challenges due to high license fees, financial difficulties faced by operators, and slower-than-expected expansion of services. Recognizing these limitations, the government introduced the National Telecom Policy of 1999, which became a landmark reform in India's telecom sector. One of its most important features was the migration from a fixed license fee regime to a revenue-sharing model. This reduced the financial burden on telecom operators and encouraged greater investment in infrastructure and network expansion. The policy sought to make telecommunications available on demand, increase rural connectivity, promote internet services, improve teledensity, and create a modern and competitive telecommunications environment. Another important institutional reform was the establishment of the Telecom Regulatory Authority of India (TRAI) in 1997. TRAI was created as an independent regulatory authority responsible for ensuring fair competition, protecting consumer interests, regulating tariffs, recommending licensing policies, and maintaining a level playing field among operators. The creation of an independent regulator separated policymaking from regulation, thereby improving transparency, accountability, and investor confidence.
