Discuss the National Action Plan on Climate Change. Explain the capacity building from the perspective of UNFCCC.

The National Action Plan on Climate Change (NAPCC) was launched by the Government of India in June 2008 to outline India’s strategy to address the challenges posed by global climate change. The plan embodies the country’s vision of sustainable development and the steps required to realize it. It recognizes that climate change is a global challenge and emphasizes the need for a cooperative and equitable international agreement under the United Nations Framework Convention on Climate Change (UNFCCC). The NAPCC comprises eight national missions which form the core of the plan, each representing a multi-pronged, long-term, and integrated approach to achieve key goals in climate mitigation and adaptation, aligned with the country’s developmental priorities.

1. National Solar Mission (NSM):  
The NSM aims to promote the use of solar energy for power generation and other applications. It has set ambitious targets for increasing solar power capacity in the country, aiming to reduce the cost of solar power generation through long-term policy, large-scale deployment goals, aggressive R&D, and domestic production of critical raw materials. The solar mission directly contributes to global climate change mitigation by reducing dependency on fossil fuels and lowering carbon emissions.

2. National Mission for Enhanced Energy Efficiency (NMEEE):  
This mission focuses on strengthening the market for energy efficiency, particularly in energy-intensive sectors. Its core components include the Perform, Achieve and Trade (PAT) scheme, Market Transformation for Energy Efficiency (MTEE), Energy Efficiency Financing Platform (EEFP), and Framework for Energy Efficient Economic Development (FEEED). These efforts aim to reduce greenhouse gas emissions and energy intensity of the economy.
