The Legal Services Authorities Act, 1987 is a landmark legislation enacted by the Parliament of India to ensure that the constitutional promise of equal justice is made available to all citizens, particularly the weaker and disadvantaged sections of society. The Act seeks to provide free and competent legal services to eligible persons and to organize Lok Adalats for securing justice based on equality, fairness, and speedy resolution of disputes. It gives practical effect to Article 39A of the Constitution of India, which directs the State to ensure that opportunities for securing justice are not denied to any citizen because of economic or other disabilities. The primary objective of the Act is to establish a nationwide system of legal aid so that every individual, irrespective of financial status, can approach courts or legal institutions without being burdened by legal expenses. The Act also aims to reduce the backlog of cases in courts by promoting settlement of disputes through Lok Adalats and other alternative dispute resolution mechanisms. One of the most significant provisions of the Act is the establishment of Legal Services Authorities at different levels. At the national level, the National Legal Services Authority (NALSA) is constituted. NALSA is headed by the Chief Justice of India as the Patron-in-Chief, while a serving or retired judge of the Supreme Court serves as the Executive Chairman. NALSA is responsible for laying down policies, principles, and guidelines for making legal services available throughout the country.
