The consumer movement in India has evolved as a significant social and legal development aimed at protecting the interests of consumers against exploitation, unfair trade practices, and market imbalances. The history and growth of this movement reflect a gradual transition from a seller-dominated market to a consumer-aware and rights-based system supported by legislative and institutional frameworks. In the early phase, before independence, consumer protection in India was largely unorganized and informal. The traditional Indian marketplace operated on trust and personal relationships, where the concept of consumer rights was not formally recognized. However, with the onset of industrialization and commercialization under colonial rule, malpractices such as adulteration, hoarding, and black marketing began to emerge. The government responded through certain scattered legislations such as the Indian Penal Code, 1860 and the Sale of Goods Act, 1930, which indirectly addressed consumer grievances. These laws, however, were not specifically designed to protect consumers and lacked a comprehensive approach. After independence in 1947, India adopted a planned economic model with a focus on industrial growth and self-reliance. During this period, the market remained largely seller-oriented due to shortages of goods and limited competition. Consumer awareness was minimal, and protection mechanisms were weak. Nevertheless, the government introduced several regulatory laws to control unfair practices and ensure the availability of essential commodities. Important legislations such as the Essential Commodities Act, 1955, the Prevention of Food Adulteration Act, 1954, and the Monopolies and Restrictive Trade Practices Act, 1969 were enacted.
