State level legislations on community participation and public disclosure have become important dimensions of urban governance in India. These laws were conceived as a response to the growing demand for democratic decentralisation, transparency, and accountability in urban planning and development. They emerged particularly in the context of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), which made it mandatory for states to enact certain reforms as prerequisites for receiving central assistance for urban development projects. Among the most significant reforms were the Community Participation Law (CPL) and the Public Disclosure Law (PDL), both of which sought to institutionalise citizen engagement and ensure greater openness in the functioning of urban local bodies. The Community Participation Law primarily aims at strengthening grassroots democracy within cities by creating ward committees and area sabhas. The rationale behind this law is that participatory structures at the neighbourhood and ward level can make urban governance more responsive to the needs of residents. It recognises that municipalities and city corporations often operate at a level too removed from individual communities, which results in alienation of citizens and limited involvement in decision-making. Through ward committees, citizens can directly deliberate on local needs, prioritise development works, and monitor service delivery. Similarly, area sabhas are envisaged as forums at the neighbourhood level where every voter of the locality is a member, thereby creating a direct link between urban residents and their municipal representatives. Critically examining the CPL reveals both its strengths and limitations. On the positive side, it provides a formal mechanism for ordinary citizens to influence municipal decisions, especially in the planning and budgeting process. It has the potential to democratise urban governance beyond the periodic exercise of voting in municipal elections. It also encourages accountability as citizens can question officials and elected representatives about service deficiencies or corruption in local works. Furthermore, by decentralising power to smaller units, it helps address the heterogeneous needs of different communities within a city. However, in practice, the CPL has faced several challenges.
