Digital inequality remains one of the most critical challenges in contemporary development discourse, shaping who can access, use, and benefit from digital media. While digital technologies and media platforms have expanded rapidly, their benefits are unevenly distributed across regions, social groups, genders, and economic classes. Digital inequality is not limited to the lack of physical access to devices or internet connectivity; it also includes disparities in digital skills, language, content relevance, affordability, and the capacity to meaningfully participate in digital spaces. These inequalities directly influence development outcomes, including efforts aimed at environmental sustainability, where digital media has emerged as a powerful tool for awareness, participation, and action. In many developing regions, limited infrastructure, unreliable electricity, high data costs, and poor network coverage restrict access to digital media. Rural communities, marginalized urban populations, women, elderly people, and indigenous groups often remain excluded from digital ecosystems. Even when access exists, unequal digital literacy hampers effective use. The ability to critically evaluate online information, engage with interactive platforms, and use digital tools for problem-solving is unevenly distributed.
