The Women’s Component Plan (WCP) is a strategic intervention initiated by the Government of India in the 9th Five Year Plan (1997–2002) with the primary objective of ensuring that not less than 30% of the funds and benefits from various development sectors are earmarked for women. The plan marked a significant step in institutionalizing gender concerns into public planning and expenditure. WCP is a part of the broader framework of Gender Budgeting and Gender Audit, which aim to analyze, assess, and improve the impact of public spending and programs on women and gender equity. WCP emerged from the realization that mainstream development programs were not adequately benefiting women, despite their active participation in the economy. WCP is integrally linked to Gender Budgeting. Gender Budgeting is the process of examining budgetary allocations through a gender lens to ensure that the differentiated needs of women and men are addressed equitably. WCP contributes to Gender Budgeting by making gender-specific allocations visible and accountable within various sectors.
