Access to common property resources is not gender neutral. Women‟s access to common property resources is mediated through men. Even among tribal groups where women enjoyed better access to CPRs than women in Dalit groups they could not decide about the type of crops to grow. For instance, traditionally in these tribes, the male village council decides which plot to cultivate in a given year, the amount of land to be allotted to each family depending on the number of mouths to feed. Then, the male head of the family chooses the plot that his family will cultivate and performs religious rites to mark this. Once this is complete, the woman takes over. This gave her partial control over the community resource and enhances her status even though she did not become equal to her man. Thus, the

man continued to control the resource and inheritance while the woman was in charge of production and the rest of the family economy.
