Gandhi’s conception of swaraj extends far beyond the political or administrative sense of self-governance. In this sense, Gandhi argues that swaraj starts from within; a society can only be genuinely free when each of its members practices self-control and moral self-discipline. By mastering personal desires and impulses, individuals cultivate inner strength, clarity, and autonomy, which become the foundation for both ethical living and responsible citizenship. Self-rule, as Gandhi interprets it, is the ability of individuals to govern themselves through adherence to truth and nonviolence rather than through coercion, fear, or blind obedience to authority. He insists that external political structures are secondary unless they are supported by internally disciplined citizens. A person who exercises self-rule aligns their actions with ethical principles, maintains integrity even under pressure, and acts in accordance with a higher moral law. In Gandhi’s vision, self-rule is synonymous with moral autonomy; it is the capacity to make decisions based on conscience rather than external compulsion or unreflective habit. Without such inner self-rule, even a nation that achieves political independence can fall prey to corruption, exploitation, and social injustice.
