The real importance and necessity of having an effective RTI regime can be understood in the context of the discharged at the district level of administration. Only a smooth and earnest rollout of the law at this cutting edge level can serve the lofty ideals of accountability and transparency,which have been enshrined in the Act. Besides the above mentioned hierarchical and procedural pitfalls, there are large number of other factors that hamper the needed implementation of this statute.
