The National Action Plan on Climate Change (NAPCC) was launched by the Government of India in June 2008 as a comprehensive framework to address the challenges of climate change in a sustainable and inclusive manner. Recognizing that India is highly vulnerable to the adverse impacts of climate change such as rising temperatures, unpredictable monsoons, glacier melting, and sea-level rise, the NAPCC seeks to balance developmental priorities with the imperative of environmental protection. It emphasizes a shift towards a low-carbon economy, improved energy efficiency, and greater reliance on renewable energy sources while ensuring inclusive growth and poverty eradication. The plan reflects India’s commitment to the global effort to mitigate climate change, while also underlining the principle of “common but differentiated responsibilities” in line with the United Nations Framework Convention on Climate Change. The NAPCC is built upon eight core missions that represent multi-pronged and long-term strategies for sustainable development. Each mission focuses on a particular sector where interventions are essential to reduce greenhouse gas emissions and adapt to climate variability. These missions are designed to be implemented by various ministries, institutions, and state governments, thereby encouraging a decentralized yet coordinated approach to climate action. At its heart, the NAPCC aims to promote sustainable development while integrating climate considerations into national planning and policies. The first mission under the NAPCC is the National Solar Mission, which was launched with the objective of establishing India as a global leader in solar energy. It seeks to promote the development and use of solar technologies for power generation, heating, and lighting. By reducing dependence on fossil fuels and promoting solar-based solutions, the mission aims to cut down carbon emissions significantly. The mission set ambitious targets for solar power installation capacity, which have been revised upwards over time, showcasing India’s determination to harness its abundant solar potential. The second mission is the National Mission for Enhanced Energy Efficiency.
