Rural development in India has historically been shaped by persistent poverty, unemployment, agrarian distress, and regional inequalities. In this context, employment-based interventions have been seen as a crucial instrument for providing livelihood security and creating durable assets in rural areas. The Mahatma Gandhi National Rural Employment Guarantee Act represents a landmark shift in India’s rural development strategy by transforming wage employment from a discretionary welfare measure into a legally enforceable right. The development sequence of the MGNREGA programme reflects both continuity with earlier rural employment schemes and a qualitative departure in terms of rights-based governance, decentralisation, and accountability. The roots of MGNREGA can be traced to the experience of drought relief and rural works programmes initiated during the colonial and early post-independence period. After independence, programmes such as the Community Development Programme and the National Extension Service attempted to integrate employment generation with community development, but they were limited by inadequate resources and weak local participation. During the 1970s, rising rural poverty and unemployment led to the launch of explicit wage employment schemes like the Crash Scheme for Rural Employment and the Food for Work Programme. These initiatives aimed to provide short-term employment during agricultural slack seasons, yet they remained ad hoc, relief-oriented, and heavily dependent on central discretion. In the 1980s, the National Rural Employment Programme and the Rural Landless Employment Guarantee Programme represented a more systematic attempt to address rural unemployment. These schemes emphasised asset creation and wage employment for the rural poor, but they suffered from issues of leakages, poor targeting, and insufficient employment days.
