Land reforms in India represent one of the most significant components of rural development policies, as they directly deal with the distribution and use of land, which has historically been the most crucial factor of production in agrarian societies. The history of Indian land relations is deeply embedded in the socio-economic and political structures inherited from colonial rule, where land ownership was concentrated in the hands of a few landlords while the majority of cultivators lived in conditions of insecurity and exploitation. Post-independence, land reforms were designed as a mechanism to break the feudal structures, promote equity, increase agricultural productivity, and empower the rural poor. The nature of land reforms in India has evolved in phases, with differing levels of success and challenges, influenced by political will, administrative efficiency, and socio-economic realities of the countryside. The colonial land tenure systems, such as the Zamindari, Ryotwari, and Mahalwari systems, had entrenched unequal access to land. Under Zamindari, intermediaries collected revenue from cultivators, leading to widespread exploitation. Ryotwari directly linked cultivators with the state, but still imposed heavy taxation. Mahalwari vested responsibility of revenue collection in village communities, yet inequalities persisted. When India attained independence in 1947, the majority of rural households were either landless laborers or small tenants, while a minority of landlords controlled vast estates. Land reforms thus emerged as a fundamental rural development policy to dismantle feudal agrarian structures and create conditions for a more just distribution of land. The first phase of land reforms concentrated on the abolition of intermediaries.
