The Indian Councils Act of 1909, popularly known as the Morley-Minto Reforms, was introduced by John Morley, the Secretary of State for India, and Lord Minto, the Viceroy of India. The reforms were enacted against the backdrop of growing nationalist agitation, the Swadeshi Movement following the Partition of Bengal (1905), and increasing demands for constitutional reforms by the Indian National Congress. The British government aimed to placate moderate nationalists while retaining effective control over the administration. One of the major features of the reforms was the expansion of the Central and Provincial Legislative Councils.
