The Right to Housing is an essential human right recognized as part of the right to life and dignity. In India, though the Constitution does not explicitly guarantee the right to housing as a fundamental right, it has been read into the ambit of Article 21, which guarantees the right to life and personal liberty. The right to housing is also connected with other constitutional provisions, such as Directive Principles of State Policy under Articles 38, 39, and 47, which direct the state to ensure a decent standard of life, adequate means of livelihood, and improvement of living conditions. In the context of rural local self-governance, the right to housing assumes greater significance as it empowers Panchayati Raj Institutions to implement housing schemes, ensure social justice, and uphold human dignity at the grassroots level. The Supreme Court of India has played a crucial role in interpreting and expanding the scope of the right to housing through various landmark judgments. Bombay Municipal Corporation (1985), where the Court held that the right to livelihood is an integral part of the right to life under Article 21.
