However, this ambitious goal is often undermined by deep structural challenges that make lasting peace difficult to achieve. These challenges are embedded in the social, political, and economic fabric of societies emerging from conflict. They influence power relations, governance, development, and reconciliation. A critical examination of these structural obstacles reveals that peace building cannot succeed through mere negotiation or reconstruction efforts; rather, it requires a transformation of the underlying systems that perpetuate inequality, exclusion, and violence. One of the most significant structural challenges to peace building is the persistence of weak political institutions. In many post-conflict societies, state institutions lack legitimacy, capacity, and inclusiveness. Governance structures are often fragile, dominated by elites who use political power to advance narrow interests rather than serve the public good. This results in corruption, inefficiency, and the marginalization of vulnerable groups. Weak institutions fail to deliver essential services, protect rights, or enforce laws impartially, thereby eroding citizens’ trust in the state. When citizens perceive the government as biased or incapable, they may revert to ethnic, religious, or regional identities for protection and support, deepening divisions. Consequently, peace building efforts that overlook institutional reform risk reproducing the same inequalities and injustices that triggered conflict in the first place. Economic inequality and underdevelopment also represent major structural barriers to sustainable peace.
