The Draught and Pack Animals Rules were formulated under the Prevention of Cruelty to Animals Act, 1960, with the objective of ensuring that working animals such as bullocks, horses, ponies, donkeys, camels, mules and other animals used for pulling carts or carrying loads are not subjected to unnecessary suffering and are used within their physical capabilities. These rules provide not only a regulatory framework but also assign specific powers to police officers and other authorized persons to enforce compliance. The rules are framed to create a balance between human dependence on animal power for transportation and livelihood, and the welfare and humane treatment of animals. The powers of police officers and other authorized persons under these rules are intended to prevent exploitation, enforce restrictions on load, and provide immediate relief to animals in distress. Police officers not below the rank of a Sub-Inspector, or any other person authorized by the State Government or the Animal Welfare Board of India, are empowered to enforce these provisions. They may stop a vehicle or cart being drawn by an animal if they suspect that the load carried exceeds the permissible limit or if the animal appears to be subjected to cruelty.
