The Central Information Commission (CIC) is the highest statutory authority established under the Right to Information Act, 2005, to promote transparency and accountability in the functioning of public authorities in India. It was constituted to ensure that citizens can effectively exercise their fundamental right to access information held by government bodies. The Commission plays a significant role in resolving disputes between information seekers and public authorities and in strengthening democratic governance through openness and public participation. The Central Information Commission consists of the Chief Information Commissioner and Information Commissioners appointed by the President of India. The Commission has jurisdiction over central government departments, ministries, public sector undertakings, constitutional bodies, and other public authorities under the Government of India. Its powers and functions are mainly derived from the provisions of the Right to Information Act, 2005. One of the most important powers of the Central Information Commission is the power to hear and decide second appeals. When an applicant is dissatisfied with the decision of a Central Public Information Officer (CPIO) or the First Appellate Authority regarding the supply of information, the applicant can approach the CIC. The Commission examines whether the information has been wrongly denied, delayed, or provided inadequately and passes appropriate orders. The CIC also has the power to receive and inquire into complaints under the Right to Information Act.
