The National Action Plan on Climate Change (NAPCC) represents India’s comprehensive strategy to address the multiple challenges posed by global climate change while simultaneously advancing the nation’s sustainable development goals. Launched in June 2008 by the Government of India, the plan aims to promote sustainable growth while addressing India’s energy security and environmental protection needs. Climate change is recognized as one of the most pressing global issues of the twenty-first century, affecting ecosystems, human health, agriculture, and economic stability. The NAPCC is India’s attempt to balance its developmental priorities with environmental sustainability, given the country’s large population, growing economy, and high dependence on natural resources. The background to the formulation of the NAPCC lies in the recognition that India, though not historically responsible for the bulk of greenhouse gas emissions, is highly vulnerable to the adverse effects of climate change. With its long coastline, monsoon-dependent agriculture, rapidly urbanizing population, and widespread poverty, India faces heightened risks from rising temperatures, changing rainfall patterns, glacial melting, and extreme weather events. Therefore, the plan was designed to integrate climate considerations into national development policies and to lay down a roadmap for both mitigation of greenhouse gas emissions and adaptation to climate impacts.
