Panchayati Raj Institutions (PRIs) have been envisioned as decentralized democratic bodies that aim to bring governance closer to the grassroots and ensure people’s participation in developmental activities. Within the framework of educational management, the role of PRIs in supporting and strengthening elementary education is highly significant, as they act as facilitators, monitors, planners, and agents of community mobilization. Since education is not only a constitutional right but also a foundation for social transformation, the active engagement of PRIs in elementary education ensures that policies and schemes effectively translate into practical outcomes in rural areas. Their responsibilities can be understood in light of the various dimensions of educational management, which include planning, organizing, staffing, directing, coordinating, reporting, budgeting, and community participation. One of the foremost roles of PRIs in elementary education lies in planning. At the village level, the Gram Panchayat is responsible for identifying educational needs, assessing gaps in school infrastructure, and prioritizing interventions based on local realities. For instance, if a village lacks sufficient classrooms, toilets, or drinking water facilities, the Panchayat has the responsibility to include such demands in the annual development plan. Similarly, the Panchayat plays an important role in ensuring that all children in the village are enrolled in school and that special attention is given to children from marginalized and disadvantaged sections. By preparing micro-plans for education, PRIs help align local educational goals with broader district and state objectives. This grassroots-level planning ensures that the unique challenges of each community are addressed rather than adopting a one-size-fits-all approach.
