The rural local self-government in India represents the grassroots level of the administrative system at the state and district levels, functioning as the foundation of the decentralized governance structure. This system is broadly known as the Panchayati Raj System, which was constitutionally recognized through the 73rd Constitutional Amendment Act of 1992. This amendment inserted Part IX in the Indian Constitution, providing a clear framework for the organization, composition, powers, and responsibilities of rural local bodies. The structure of rural local self-government is three-tiered in most states, encompassing the Gram Panchayat at the village level, the Panchayat Samiti or Block Panchayat at the intermediate level, and the Zila Parishad at the district level. At the village level, the Gram Panchayat forms the core unit of the rural self-governing system. The Gram Panchayat operates under the guidance of the Gram Sabha, which consists of all adult residents of the village whose names are included in the electoral rolls.
