However, the absence of a specific binding treaty has resulted in significant challenges in ensuring effective protection for elderly persons. The Universal Declaration of Human Rights (1948) provides the foundation for the rights of all individuals, including elderly persons. It guarantees the right to life, liberty, security, equality before the law, social security, adequate standards of living, healthcare, and participation in society. These universal rights apply equally to older persons without discrimination based on age. The International Covenant on Civil and Political Rights (ICCPR) and the International Covenant on Economic, Social and Cultural Rights (ICESCR) further strengthen the protection of elderly persons.
